That’s not obviously true. The question is: across consoles in general, how much of the vertical refresh rate variation is due to different line count (262,263,264, etc) as opposed to differing line rate? Meaning if we compiled two lists, (1) of console line counts and (2) of console line rates, which list would have the most variation? (Leave refresh rate out of the discussion entirely for clarity)
