I believe the PS2, Xbox, and the GameCube normally start up in 480i/576i, and they all require something specific to enable higher video modes (PS2 needs software support and sometimes holding a button on start, GameCube requires something on the digital AV port and a button press, Xbox needs a YPbPr component cable and an NTSC video region configured). I’m only aware of an alternate BIOS for the Xbox that would make it boot in a higher resolution.
Dreamcast is the outlier, in that it will output 480i/576i if you have any kind of video cable connected other than a VGA cable/box; and then, with the VGA cable/box, it only outputs 480p.
