Analogue sources are susceptible to this (especially SCART cables)..mostly you will get some hum if you really crank the speakers up high and listen for it.
You describe it as hum/hiss/buzz but which is closest, does it change in pitch or anything like that? does it change depending on what’s on the screen? Have you tried using a eg Tacima 6 Way Mains Conditioner?
Given that you’ve tried both component and SCART and are getting the same issue would rule out a short on the SCART connector itself but at this stage we can’t rule out the OSSC altogether.
