All resolutions in the PlayStation are based on a fixed subpixel clock that’s a high enough multiple to cover all the supported output resolutions. Each pixel is simply repeated for a suitable number of those subpixels when output.

When a game sets up the start position of the frame buffer relative to the horizontal sync, it’s done in steps given by this subpixel clock. Hence the pixels in one game may be shifted a fraction of a pixel compared to the pixels in a different game running at the same resolution.
