    The exact refresh rate for a standard-spec NTSC 480i signal is (2 * 4500000)/(286 * 525) = 59.9400599. For an NTSC 240p signal, the integer 525 gets changed to 526, resulting in the slightly different refresh rate (2 * 4500000)/(286 * 526) = 59.8261054.
