As far as I understand the Toro can send a 31khz RGB(S?) signal through scart.

This is correct, and how I have my Dreamcast connected to my OSSC; my Toro is configured for RGBS, and it will send 480p over SCART without issue. (Although I don’t believe SCART devices in the wild will take anything more than 480i.)
