    Hmm I think you are correct. I checked the page with the TVP and saw the pins there but didn’t see the one with the FPGA. I tried to follow the traces on my board and came here asking. Anyway, I think what I wanted to achieve is impossible. My idea was to patch the PCE palette just like the NES/Atari ones for correct RGB colors but I think at the point the RGB signal is output the palette is useless. Oh well, thanks anyway.
