    Is that truly a 38kHz capable tube? It looks like a standard 15kHz consumer CRT TV with maybe just a VGA card containing a TV encoder chip that downconverts 800×600 to SDTV. Anyway, you can repurpose any of the output presets (e.g. 1024x768_60) into 800x600_60 by just adjusting its timings (via Output opt -> Adv. disp timing) and then selecting it when using scaler mode.
