The Elgato Game Capture HD (not HD60) supports 240p through composite (but not through component or S-Video), and because it converts to HDMI internally, it should also support 240p through the HDMI port. (But it stores 240p as 480i, so you may wish to deinterlace in post.) Maybe buy one from a place with a good return policy and let us know what you find?
