DIY OSSC issues – Flickering lcd backlight

I just finished assembling my first DIY kit and seem to be having some issues. I have the 1.6 kit and when I power the kit on with my tv plugged into the hdmi port and my SNES plugged into the scart connector via an insurrection industries SNES scart cable I get no signal on the tv and the lcd on the ossc lights up and then after a couple seconds begins flickering rapidly. Nothing is displayed on the LCD even if I press each of the buttons 3-4 times to cycle through potential inputs, there is just a flickering backlight. I had seen that the backlight is powered by the large pins on either side of the lcd power the backlight, so I checked the voltage with a multimeter and it seems to be fluctuating between 1.7 and 1.9 volts and the U5 regulator next to the lcd gets very hot to the touch.
Can anyone help with this? I can get pictures or take any measurements that are needed, but I don’t know where to start.
