Sega Saturn 320 x 224 Image Stability

I wondered if someone could help me with tuning in my settings for the Sega Saturn.
I’m on the latest OSSC firmware, using a 60hz modded PAL Saturn MK2 and PakaPunch Scart cables from Retro Gaming Cables. I’m running my OSSC into a HDMI to VGA box and out to a VGA monitor (Line 2x at 480p)
While the optimal timing profile settings look amazing for content that is 352 x 224 (picture is pin sharp, with no movement whatsoever, really happy) the same can not be said for 320 x 224 content. Again I’m using the optimal profile settings but I’m getting a wavy/unstable picture at the top of the screen. No matter how much I tweak all the settings the image just will not remain stable.
Has anyone else experienced similar issues for the 320 content? Any suggestions would be much appreciated!
