P.S. I got this working guys. Turns out a full reset of the OSSC settings did the trick.

SNES mini w/Voultar board TTL shorted > 75ohm attenuated csync SCART cable > gscart_lite w/sync regen OFF > OSSC > Samsung KS7000.
