I don’t know. I’ve just added the 3.3V on the board, scraped off the solder mask and soldered it. It looks ugly but it works.

Do you have Tim Worthington’s board installed in your N64? It is hard to see the flickering due to the compression but I think I had the same issue (it was especially noticeable at the grass in front of the castle). I’ve built a clone of Tim’s board and I had this kind of noise until I’ve installed a 3.3V regulator instead of the direct 3.3V rail. I’ve read it can be a problem for the official release as well.
