For the firmware update I use under Windows 7:
1. terasic USB-Blaster P0302 (bought at Mouser)
2. Driver for the USB blaster from the terasic homepage (Usb_blaster_q161.zip)
3. “Quartus Prime Programmer Standard Edition 20.1” from the Intel homepage
4. * .pof firmware file from c0pperdragons github page
For me, firmware 2.9 works without artifacts.
I hope I’ve solved the problem. I programed the firmware 2.9 to the board (rev 3). This looks very much better. No artifacts any more with the 407 board.
Additionally I made a new layout for the VIC II-adapter. That fits better to the 407.

I continued testing with the help of your tips. The behavior is now like this:
If the C64 is cold (e.g. last use a day before) the picture only appears a few minutes after you have switched it on again.
At first there are no artifacts. In the next few minutes the artifacts increase. After maybe 6-7 minutes the artifacts will disappear and the image will be stable.
This behavior is very mysterious.
When I have a little more time, I will test the mod with a different board, e.g. 469 instead of 407.
