      I wanted to post an update that the problem is solved.
      I got myself a multimeter and measured the VGA cables. Even though I had been told they were fully wired, there was no voltage on pin 9.
      I eventually purchased a cable from a seller who provided a proper wiring diagram, so I could be sure that it was truly fully wired.
      Everything works now.

        Thanks for your replies. I’m sure that the SCART cables I tested are true RGB SCART cables.
        Regarding the VGA cables, as I mentioned I unfortunatwly can’t do voltage measurements myself, but the sellers told me they were fully wired. The two VGA cables I’ve tried are:
        HAMA 00200707
        799422539334 (from Amazon)
        If those are incompatible,
        I’d appreciate any specific recommendations for a known compatible VGA cable that carries ddc5V.
