I measured the Caps you mentioned and I accidentally used 1nf instead of 1uf.
Not sure if the other Caps needed changing but I swapped all 26 just in case.

I’ve had a good look over the board under a microscope and can’t see anything that looks out of place.
No bridges, missing components and solder bridges etc.
Not sure where to go from here. The fact that it doesn’t occur when using the VGA input does narrow it down somewhat but I just don’t know where to go from here.
