This is a very old post and I guess you already found the solution, this happened to me as well and it was solved by tweaking two settings on the OSSC:
Sync OPT. > H-PLL Post-Coast 2 lines
Sync OPT. > Hsync Tolerance 8.30us

Oh, now that we are at it. Would it hurt the console if I decide to replace C133 anyway? That’s basically the same question SRRAE had? I’d like to contact him to ask but can’t find a way to send a PM.

Hope this finds you well. I’m wondering whether you were able to try the fix suggested below? I replaced C121 and C135 on my Core II as suggested by the guys at console5 and it didn’t fix the jailbars (actually, I’d say it got worse). I was about to replace C133 and thought it would be a better idea to check.
