I had this problem also, and found this thread from Google. I have 4 USB-C -> HDMI docks and the 3 non-valve docks work fine with the Steam Deck and the OSSC Pro, however the Valve dock did not. I tried plugging the Valve dock into my laptop too, and it worked with a monitor connected to the HDMI, but not the OSSC Pro. So the issue seems to be between the Valve dock and the OSSC Pro.
Following that, I wondered if downgrading/reflashing the Valve dock would get it to work, and found this reddit on the subject https://www.reddit.com/r/SteamDeck/comments/14d29dv/how_to_reinstalldowngrade_dock_firmware/kdrdamz/ which has instructions for downgrading the dock firmware. I downgraded it to the oldest version, and it worked with the OSSC Pro properly. The highest I was able to upgrade it was 20221026.01, if I went any newer it stopped working with the OSSC Pro.

I figured out the issue… turns out my pin header on the DE10-nano was not so great. I got this DE10-nano from a friend with a broken header and repaired it with whatever I had in my house. Following your comment yesterday, I inspected the pin header and noticed that the replacements weren’t gold plated like the original, so I spent some time to remove the whole header and replace it fully with some gold plated ones. Now my DExx-vd_isl works perfectly.
